Four decades after allegedly murdering his first victim, 72 year-old Joseph James DeAngelo, an accused serial killer has now been charged with the crime. The filing on Monday was the 13th murder charge against DeAngelo, a former police officer who's believed to be the notorious Golden State Killer.
