SAN FRANCISCO (KCBS Radio) -- Bay Area voters appear to be on the way to raising bridge tolls on the region's state-owned bridges to fund a multibillion dollar package of transportation improvements.

Returns tabulated by Wednesday morning showed Regional Measure 3 leading by 53.7% to 46.3%.  The measure was on the ballot in all nine Bay Area counties, and was winning in seven of them. Voters in Contra Costa and Solano Counties were decisively against the measure.

Regional Measure 3 calls for tolls on the region's seven state-owned bridges to increase by $1 in three stages: in 2019, 2022 and 2025.
