GUERNEVILLE (KCBS Radio) -- The Russian River crested at nearly 46 feet late Wednesday night at Guerneville and floodwaters began to slowly recede on Thursday.

The National Weather Service forecast the Russian River would remain above flood level until late Thursday night.

The Sonoma County Office of Emergency Services reported some 3,000 parcels had been inundated by floodwaters. Dozens of people were rescued, some by National Guard personnel using special high-water vehicles capable of fording 30-inch deep water. Those trapped by deeper water were taken to safety in boats.

On Thursday morning, over 2,000  Sonoma County PG&E customers remained without power.

Healdsburg officials said the city's flooded wastewater treatment plant was still offline. The city declared an emergency after water surged into the facility on Wednesday.
